Terraform is a provisioning tool. It creates, updates and deletes infrastructure objects through APIs: networks, virtual machines, load balancers, databases, DNS records. Configuration management tools such as Ansible, Chef, Puppet and Salt focus on what happens inside a server once it exists: installing packages, writing configuration files, managing users and services, and keeping them in the desired condition over time.
