Terraform is distributed as a single executable binary called terraform. There is no server to run and no database to install; you put the binary somewhere on your PATH and run it. HashiCorp publishes builds for Linux, macOS and Windows on several processor architectures, and also package repositories so you can install and update it with tools such as apt, yum or dnf, Homebrew on macOS, or Chocolatey on Windows. Many teams also use a version manager so different projects can use different Terraform releases.
