Performance problems are the hardest complaints to pin down because the network is not down, just slow. Users say 'it's laggy', 'the file share crawls' or 'calls keep breaking up'. Translating those complaints into measurable terms is the first step, and the objectives give you the vocabulary: bandwidth, throughput, congestion, bottlenecks, latency, jitter and packet loss. Each has different causes and fixes, and different applications are sensitive to different ones.
