Roaming is when a client moves its association from one AP to another within the same ESS. In Wi-Fi, roaming is client driven: the client alone decides when and where to roam. The network can suggest or encourage, but it cannot directly make a client roam without disconnecting it. This fact explains most roaming problems you will see.
