Every 802.11 transmission has fixed overhead: interframe spaces, backoff, the PHY preamble and header, and an ACK. At high data rates, the payload takes so little time that overhead dominates. Aggregation, introduced with 802.11n, sends several frames in one transmission to spread that overhead, and Block Ack acknowledges them efficiently.
