Privacy is about the proper handling of personal information: how it is collected, used, shared, retained and disposed of, and what rights individuals have over it. Security protects data from unauthorized access; privacy decides what the organization should do with personal data in the first place and whether it is allowed to at all. You can have perfectly secure data that is still collected unlawfully or used for a purpose people never agreed to. A privacy program brings these decisions under governance so they are made consistently and can be demonstrated to regulators.
