Data governance defines who is accountable for data, how its quality and protection are managed, and how decisions about it are made. Without it, nobody owns data quality, sensitive records spread across uncontrolled copies and spreadsheets, reports disagree with each other, and controls are applied inconsistently. With it, each important data set has an owner, agreed definitions, a known sensitivity level and rules for how it is handled throughout its life.
