Platform as a service (PaaS) is a middle ground between infrastructure as a service (IaaS) and software as a service (SaaS). The provider manages the physical infrastructure and also the operating system, middleware, runtime and development tools. You bring your application code and data, and configure how the service runs. You do not sign in to servers or install updates on them. The point of PaaS is to let developers spend their time on the application rather than on the machines underneath it.
