If your only DHCP server goes down, clients keep working until their leases expire, then fail to renew and lose connectivity. Older designs split each scope between two servers (the 80/20 split scope), but each server only knew about its own half. DHCP failover, built into Windows Server, is the modern answer: two servers share full lease information for the same scopes and keep it synchronized.
