Azure Policy evaluates Azure resources against rules and reports or enforces compliance. A policy definition is a JSON rule with a condition and an effect. An initiative (policy set) groups related definitions, such as a security baseline. An assignment applies a definition or initiative to a scope: a management group, subscription or resource group, with optional exclusions and parameters. Because Arc-enabled servers are Azure resources, the same assignments cover them alongside Azure VMs.
