Azure Arc extends Azure's management plane to machines that are not Azure VMs: physical servers and VMs on-premises, in branch offices or in other clouds. Once a server is Arc-enabled, it appears in the Azure portal as a resource of type Microsoft.HybridCompute/machines, in a subscription and resource group you choose. You can then apply the same tools you use for Azure VMs: tags, Azure RBAC, Azure Policy, Update Manager, Azure Monitor, Microsoft Defender for Cloud and VM extensions.
