Workloads change after deployment, so administrators often resize virtual machines (VMs), relocate them and adjust their disks. Some of these operations happen while the VM runs, some need a restart, some need the VM deallocated, and each kind of move uses a different tool. Knowing which is which is what the exam tests, because choosing wrongly means unnecessary downtime or an operation that simply fails.
