When you deploy a template to a resource group, Azure Resource Manager (ARM) compares what the template declares with what already exists. The deployment mode decides what happens to resources that are in the resource group but not in the template. This single setting can decide whether a deployment is safe or destroys production, so the exam tests it, usually with a scenario listing which resources exist and which the template declares.
