Resilience is not only about redundant hardware. If a Region fails and your recovery environment has to be built by hand from memory, recovery will be slow and error-prone, and the rebuilt environment will not quite match production. Infrastructure as code (IaC) describes your environment in text files that can be versioned, reviewed and deployed repeatedly, which makes rebuilds fast and consistent and makes drift from the approved design visible. The same idea applies to capacity: a design that works in testing can still fail in production if it hits a service quota or API rate limit.
