Using `count` and `for_each` on module blocks

Since Terraform 0.13, the count and for_each meta-arguments work on module blocks as well as resources. They let one module block create several instances of an entire module, each with its own copy of all the module's resources. This is how you stamp out a set of similar environments, buckets or services without copying code.
