Terraform does not care what your files are called; it reads every .tf file in a directory. People, however, care a great deal. HashiCorp documents a standard module structure so that anyone opening a module, or the Terraform Registry rendering it, knows where to look. Following it is expected for modules you publish and is good practice for internal ones.
