Version constraints say which provider versions are acceptable. They do not guarantee that everyone uses the same version. If your constraint is ~> 5.0 and a new 5.x release comes out tomorrow, a teammate who initializes a fresh clone could get a different version from you. The dependency lock file, .terraform.lock.hcl, solves this.
