Sometimes you need Terraform to destroy and recreate a resource even though its configuration has not changed. A virtual machine may be in a bad state, a bootstrapping script may have failed half-way, or you may want to force a fresh certificate. Terraform offers the -replace option on plan and apply for exactly this.
