When you resize storage, the file system type decides what is possible. This is one of the most tested distinctions in RHCSA storage: XFS, the RHEL default, can only get bigger. ext4 can get bigger while mounted, and it can get smaller, but only while unmounted. Knowing this lets you pick the right file system at creation time and avoid destroying data during a resize.
