Administrators should not log in as root for daily work. sudo lets approved users run specific commands as root (or another user) using their own password, and it logs what they ran. That gives accountability and lets you grant just the privileges someone needs. Its rules live in /etc/sudoers and in drop-in files under /etc/sudoers.d/.
