Project change control manages changes to the project's plan: its scope, schedule and budget. Operational change management manages changes to the organization's live IT environment, whether they come from projects or from daily operations. Any project that deploys anything into production must follow it. Ignoring it is a quick way to cause outages, collide with other teams' changes and lose the trust of the operations staff who will support your system after you leave.
