Computers store only numbers, so every character of text has to be represented by a number. An agreement about which number stands for which character is a character set, and a rule about how those numbers are written as bytes is an encoding. PCAP expects you to know the vocabulary and the relationship between the main standards, because it underpins how Python strings work.
