Network interfaces keep counters that describe their health, and reading them is one of the fastest ways to find a physical or configuration problem. On a Cisco-style switch you view them with show interfaces; on Linux, ip -s link or ethtool -S eth0 shows similar statistics, and on Windows the adapter statistics or netstat -e give a summary. The key is not the absolute number, because counters may have been accumulating for months, but whether counters are increasing, so clear them with clear counters or compare readings a few minutes apart.
