When software tools point to Layer 1, you need hardware tools to find the fault. Each tool answers a specific question, and the exam gives a scenario and asks which tool fits, so learn them by their question rather than by their appearance: which cable is it, is it wired correctly, does it meet its category, how far away is the fault, is this port working, what is the radio environment, and where is this fibre broken?
