A static route is a route you configure by hand. It does not adapt to failures on its own the way a routing protocol does, but it is simple, predictable and uses no protocol overhead. Static routes are common for default routes to an ISP, for stub sites with a single uplink and for backup paths. In Junos they live under routing-options static for the default instance, or under routing-instances <name> routing-options static for an instance. The basic form names a prefix and a next hop, as shown below.
