Every router does two very different jobs. It has to work out where traffic should go, by running routing protocols, handling management sessions and building tables. And it has to actually move millions of packets per second out the right interfaces. Junos separates these into the control plane and the forwarding plane (also called the data plane), and runs them on different hardware.
