When Junos learns more than one route to exactly the same prefix from different sources, it must pick one to make active. The first and most important criterion is route preference, a number assigned to each routing source. Other vendors call the same idea administrative distance. The rule is simple: the lower the preference, the more the route is trusted, so the lower value wins.
