The then section of a firewall filter term decides what happens to matching packets. Actions come in two kinds. Terminating actions decide the packet's fate and stop filter evaluation. Non-terminating actions (also called action modifiers) do something extra, such as counting or rate limiting, and can be combined with a terminating action in the same term.
