Two measurements describe most network performance questions. Bandwidth is how much data can be sent per second, like the width of a pipe. Latency is how long it takes a piece of data to travel from one point to another and back, like the length of the pipe. Throughput is the amount of data actually transferred in practice, which depends on both.
