Reverse path forwarding (RPF), also called the anti-spoofing check, verifies that traffic arriving on an interface has a plausible return path. It is a security control built into the FortiGate's packet processing, and it is a common, sometimes surprising, cause of dropped traffic that the exam expects you to recognize.
