Simultaneous Authentication of Equals (SAE) is the password-based authentication used by WPA3-Personal. It is based on a password-authenticated key exchange known as Dragonfly. Its purpose is to let two devices that share a password prove they both know it and derive a strong, unique key, without giving an eavesdropper anything they can use to guess the password offline.
