Parts of the 5 GHz band are shared with radar systems, including military, aviation and weather radar. Radar has priority, so Wi-Fi devices using those channels must detect it and get out of the way. The mechanisms are Dynamic Frequency Selection (DFS) and Transmit Power Control (TPC), originally defined in the 802.11h amendment and now part of the base standard.
