An AP advertises which data rates it supports and which are basic (required) rates. A client must support all basic rates to associate. Management frames such as beacons, and broadcast and multicast frames, are usually sent at the lowest basic rate so every associated client can decode them. Rates that are supported but not basic can be used for data if the client and AP agree.
