Block storage presents a raw volume, like a virtual hard disk, that you attach to one VM (some services allow multi-attach in special cases). The operating system formats it with a file system. It gives low latency and is used for boot disks and databases. File storage provides a shared file system over a network protocol such as NFS or SMB, so many servers can mount the same directory tree at once. It suits shared content, home directories and lift-and-shift apps that expect a network share.
