People are both the greatest asset and one of the largest sources of risk in any security program. Personnel security policies manage that risk across the whole employment life cycle: before hiring, during employment, when roles change and when people leave. They also extend to contractors, consultants and vendors who get access to your systems or data, because an outsider with credentials can do as much harm as an employee.
