Change management ensures that changes to production systems are requested, assessed, approved, tested, implemented and reviewed in a controlled way. It is one of the IT general controls (ITGCs), the baseline controls over IT that support every application, and auditors test it more often than almost anything else, because an uncontrolled change can undo every other control.
