When a Windows Server release approaches end of support you either upgrade in place or migrate. An in-place upgrade runs Setup on the existing server, keeping its name, roles, settings and data. A migration builds a new server and moves roles and data to it. Microsoft generally recommends migration (a clean install) for important workloads, because it avoids carrying old configuration forward and gives you an easy rollback: the old server still exists.
