A Virtual Machine Scale Set (VMSS) manages a group of load-balanced virtual machines (VMs) as one resource. Instead of creating each VM by hand, you describe the model once (image, size, network, extensions) and tell the scale set how many instances to run. It can add and remove instances automatically based on demand, spread them across availability zones and fault domains, and roll out updates. Scale sets are the standard answer for stateless tiers such as web front ends, API servers and batch workers, where any instance can handle any request and losing one does not lose data.
