You do not need Docker installed locally to produce an image for Azure. ACR Tasks is a set of build features inside Azure Container Registry that runs builds on Azure-managed compute and pushes the result straight into your registry. This matters in locked-down developer machines, in cloud shells and in CI pipelines where you would rather not run a Docker daemon.
