HCP Terraform (formerly Terraform Cloud) is HashiCorp's hosted service for running Terraform and storing state. To connect a configuration to it, you use a cloud block inside the top-level terraform block. The cloud block replaced the older remote backend as the recommended integration, and it does more than a backend: besides storing state, it lets CLI commands such as plan and apply run remotely in HCP Terraform.
