terraform plan creates an execution plan: a preview of what Terraform would change. It does not change real infrastructure. Plan works in three stages. First it reads the current state. Then, by default, it refreshes: it asks each provider for the current attributes of every managed object, so it can see drift made outside Terraform. Finally it compares the configuration with that refreshed view and works out which actions would make reality match the code.
