Declaring a provider in required_providers tells Terraform what to install. A provider block tells it how to configure that provider: which region or endpoint to use, which account or project, and sometimes how to authenticate. Provider blocks belong in the root module; reusable child modules should normally not contain them and instead receive configurations from the caller.
