There are two broad ways to tell a tool what infrastructure you want. An imperative approach lists the steps: create a network, then create a subnet, then launch two servers, then attach a disk. A declarative approach describes the end state: there should be one network, one subnet and two servers with disks attached, and the tool works out the steps.
