In a large organization, individual application teams usually manage the NSGs on their own subnets. That is flexible, but it makes it hard for a central security team to guarantee that certain traffic, such as inbound RDP and SSH from the internet, is blocked everywhere. Azure Virtual Network Manager (AVNM) addresses this by letting a central team define connectivity and security configurations once and deploy them across many virtual networks, subscriptions and regions.
