Many Microsoft cloud services, such as Microsoft 365, Exchange Online and Microsoft Entra ID P1 or P2, require each user to have a license. A license (called a product or SKU) contains several service plans, and you can turn individual service plans on or off when you assign it. Before any license can be assigned, the user must have a usage location set, because some services are not available in every country.
