Access tends to accumulate. People change roles and keep old group memberships; guests finish projects and never leave. Access reviews let the right people periodically confirm whether each user still needs access, and remove it if not. They are part of Microsoft Entra ID Governance and require Microsoft Entra ID P2 or ID Governance licensing for the users covered.
