SELinux policy covers many ways a service might reasonably be used, but not all of them are safe to allow on every system. Booleans are on/off switches built into the policy for optional behavior, such as letting the web server serve users' home directories, letting it make outbound network connections, or letting FTP write to certain directories. You flip a boolean instead of writing new policy.
