While dnf handles repositories and dependencies, the lower-level rpm command reads the local RPM database directly, which describes every package installed on the system. Its query mode, -q, is fast, works offline and is the standard way to answer questions such as 'is this installed?', 'which files did it install?' or 'which package owns this file?'.
