Agile is not the only way to run a project, and Project+ expects you to choose the right approach for the situation. Waterfall, also called predictive or plan-driven, moves through phases in order: requirements, design, build, test, deploy. Scope, schedule and cost are planned in detail up front and controlled against baselines, and each phase is usually signed off at a phase gate before the next starts. It suits projects with stable, well-understood requirements, fixed-price contracts, heavy regulation or physical work that is hard to change later, such as cabling a building or installing a data center. Its weakness is that users may not see the product until late, when changes are expensive.
