A rescue configuration is your personal known-good fallback. It is typically a minimal configuration that is guaranteed to give you management access to the device: the root password, a management interface address, a default route, SSH and maybe a login account. Its job is not to run the full network; its job is to let you get back in when everything else has gone wrong.
